That said, I agree with you completely -- it IS the parent or caregiver's responsibility to make sure the child is safe. As for asking a child, "why didn't you tell me?", is (when being very honest) a way to both deflect the horror, as well as the enormous guilt and culpability. Having been on both sides, I understand the life-long scars that are carried by the child and the adult(s). Awful -- and so very painful.
